Um...Don't a lot of old ones like Heroman and Batfellow wear underwear over their outfits?

I haven't heard of those guys before, but on my world? It's never something separate, it's one full outfit and maybe the briefs area is just in a different color.

The point isn't to look at someone's crotch, but to make the person easy to see in a fight! On a team you need to know at a glance who is doing what, and I assume solo heroes want bright colors so civilians know to steer clear.

I can't say anything about why certain designs are popular, though.
